The jackets are new and they come with the tags on them when they are delivered.

Thank you for a great question! This item is NOT all black. In my opinion this item is more of a charcoal grey with lighter grey. At a glance the item seems to look black, however, looking it at it up close, it seems more of a charcoal grey in my opinion.
